A retired government school teacher from Uttar Pradesh’s Lalitpur district allegedly died by suicide after leaving behind a handwritten note accusing a former senior police officer of subjecting him to severe custodial humiliation, caste-based abuse, and physical assault during an incident dating back to 2002. The deceased, identified as Rajaram Goswami, was a resident of Chiklaua village under Bar police station limits in Lalitpur district. Before taking the extreme step, he reportedly wrote a detailed suicide note describing what he claimed was one of the most humiliating experiences of his life and explaining why he believed he could no longer continue living.
According to the contents of the note that has now become central to the investigation, Rajaram Goswami accused former IPS officer L.B. Antony Dev Kumar, who recently retired as Director General of Police (DGP), of orchestrating acts of public humiliation when he served as Superintendent of Police (SP) in Lalitpur.
In the suicide note, Rajaram Goswami alleged that he was called from his school around 2 p.m. during the 2002 incident. He claimed that the then SP questioned him about his caste and asked whether he believed in untouchability. According to the note, the officer allegedly told him that he would have to drink water associated with a Dalit community. Goswami wrote that he replied he had no objection to drinking water if it was clean.
However, the note goes on to claim that he was then handed a dirty glass allegedly containing water mixed with mud or cow dung. When he refused to drink it, he alleged that police personnel stripped him of his clothes in public, beat him with sticks, and subjected him to severe humiliation in front of others.
