Chandigarh Launches Mission-100 to Achieve 100% Literacy in Government Schools

In a groundbreaking move, the Chandigarh UT Administration unveils ‘Mission-100’ — a bold initiative to achieve 100% literacy and academic excellence across all 111 government schools by the 2025-26 session.

Chandigarh, May 19: In a pioneering step to revolutionize public education, the Chandigarh UT Administration has officially launched Mission-100, a transformative educational drive aimed at achieving 100% literacy and academic excellence across all 111 government schools in the city by the end of the 2025–26 academic year.

The mission, inspired by the vision of Punjab Governor-cum-UT Administrator Gulab Chand Kataria, strives to raise educational standards and ensure that every resident of the city, regardless of age, becomes literate.

Currently, Chandigarh boasts an impressive overall literacy rate of 94%, with male literacy at 96% and female literacy at 91%. However, Mission-100 seeks to bridge the remaining gap and set a national benchmark in education.

A Vision Rooted in Accountability and Excellence

The initiative is the brainchild of UT Education Secretary Prerna Puri, who has emphasized the mission’s focus on improving performance, ensuring accountability, and achieving measurable outcomes.

According to UT Director School Education (DSE) Harsuhinder Pal Brar, Mission-100 aims to deliver:

  • 100% student attendance
  • 100% enrolment of eligible students
  • Full teacher accountability and capacity-building
  • 100% coverage in Continuous Comprehensive Evaluation (CCE)
  • 100% pass percentage in CBSE board exams (Classes X and XII)
  • Teaching and uplifting around 8,000 adult illiterates identified during the 2024 house-to-house survey

Key Focus Areas: Performance, Monitoring, Engagement

Brar shared that the mission will prioritize academic performance, real-time monitoring, teacher involvement, and parental engagement.

“We’re determined to improve the board results, especially in Classes X and XII. Special remedial support will be provided to underperforming students, while timely syllabus completion and regular assessments will be enforced,” said Brar.

The UT Education Department will use the Vidya Samiksha Kendra (VSK) — a national digital platform — to monitor the academic progress of nearly 1.5 lakh students. Monthly reviews and data-driven evaluations will form the backbone of this real-time learning ecosystem.

Empowering Teachers and Involving Parents

To bolster teacher ownership and professional development, the department will organize special training programmes and workshops. Teachers will be encouraged to take a hands-on role in student progress.

On the parental engagement front, the department aims to strengthen School Management Committees (SMCs) and improve two-way communication between the city’s 4,700 government school teachers and parents.

Exclusive Learning Material for Board Students

In a significant move, subject-wise committees led by expert principals will prepare comprehensive teaching and learning material for Classes X and XII. Each board student will receive this base document on the very first day after the summer break, forming a structured resource to complement classroom notes throughout the academic year.

“This system will be institutionalized to ensure that, year after year, fresh and updated material is distributed at the start of every academic session,” said Secretary Prerna Puri.

Results Under the Scanner

The Education Department is also conducting a thorough review of the recently released CBSE results for Classes X and XII. A comprehensive performance report — categorized by subject, region, school, and gender — is in the works.

“We’ve already held parent-teacher meetings to guide students placed in the compartment category and help them prepare for the re-examinations,” Brar added.

With its focused approach to data-driven governance and holistic educational reform, Mission-100 is not just a literacy campaign — it’s a movement. A movement that aims to transform Chandigarh into India’s first union territory with 100% literacy and academic accountability in public schools.

As students and teachers gear up to return after the summer break, Chandigarh stands at the threshold of a new educational era — one that promises inclusive growth, academic excellence, and empowered citizens.
