
Chandigarh: In a major policy shift aimed at addressing the demand-supply gap in the mining sector and curbing illegal mining, the Punjab Cabinet has approved amendments to the Punjab State Mining Minerals Policy, 2022. The decision, taken during a Cabinet meeting chaired by Chief Minister Bhagwant Mann, is expected to bring down the prices of sand and gravel while significantly boosting state revenue.
Key Amendments in Mining Policy
Punjab Finance Minister Harpal Cheema emphasized that the changes in the mining policy will lead to a substantial increase in revenue.
“The royalty for crushing gravel has been increased from Rs 0.73 per cubic feet to Rs 3.20 per cubic feet, while for sand, it has been raised from Rs 0.73 per cubic feet to Rs 1.75 per cubic feet,” said Cheema.
Water Resources and Mining Minister Barinder Kumar Goyal highlighted that two new categories of mining sites—crusher mining sites and landowner mining sites—have been introduced, in addition to the existing public mining sites.
“Crusher owners and landowners will now be allowed to mine minor minerals on their owned land after paying government royalties. This move aims to bridge the demand-supply gap, thereby reducing prices for consumers and discouraging illegal mining,” Goyal stated. Furthermore, deputy commissioners in each district have been authorized to identify government lands where legal mining operations can be carried out.
Mukh Mantri Teerath Yatra Scheme Launched
In another significant decision, the Punjab government has introduced the Mukh Mantri Teerath Yatra scheme, under which citizens aged 50 years and above can register for free pilgrimage trips to religious sites within and outside Punjab. The scheme is set to benefit thousands of elderly devotees who wish to visit holy places without financial constraints.
School Mentorship Programme for Student Development
The state government also announced a School Mentorship Programme, which will initially be rolled out in 80 Schools of Eminence. Under this initiative, IAS, IPS, and IFS officers will adopt one school each and provide mentorship to students for a period of five years.
“This mentorship scheme aims to inspire students and provide them with guidance from top administrative officers, helping them with career decisions and personal development,” the government stated.

With these landmark decisions, the Punjab government aims to create a more transparent and efficient mining sector, support senior citizens in their spiritual journeys, and enhance the educational experience for students.
