A massive fire broke out on Monday at the refinery-cum-petrochemical complex in Pachpadra, located in the Balotra district of Rajasthan, sending thick black smoke billowing into the sky and creating panic in the surrounding area. The incident occurred just a day before Prime Minister Narendra Modi was scheduled to inaugurate the mega project, making the development even more significant.

Videos and images from the site quickly surfaced online, showing heavy smoke rising from inside the sprawling refinery complex. Several fire tenders rushed to the spot as firefighters worked to control the blaze and prevent it from spreading to other units inside the facility. Authorities said there were no immediate reports of injuries or casualties.
The refinery at Pachpadra is considered one of the most important energy projects in India. Built at an estimated cost of over ₹79,000 crore, the complex represents the country’s first greenfield integrated refinery and petrochemical facility of this scale. The project is operated by HPCL Rajasthan Refinery Limited, a joint venture between Hindustan Petroleum Corporation Limited and the Government of Rajasthan.
Officials said the fire was reported from within the refinery complex during the day, after which emergency teams immediately mobilised. Multiple firefighting vehicles were deployed, and workers were evacuated from nearby areas as a precaution. Thick smoke could be seen from several kilometres away, drawing attention from residents in nearby villages and towns.
The timing of the incident is particularly notable because Prime Minister Narendra Modi is scheduled to visit Pachpadra on Tuesday to formally inaugurate the refinery and address a public gathering. Preparations for the event had already been completed, with extensive security arrangements in place.
According to police officials from the Jodhpur range, thousands of security personnel have been deployed ahead of the Prime Minister’s visit. Around 5,000 police personnel, along with several senior officers, including Deputy Inspectors General (DIGs) and Superintendents of Police (SPs), were stationed in the area to ensure smooth conduct of the programme. More than 100 CCTV cameras had also been installed at and around the venue to monitor activity.
So far, authorities have not announced whether the inauguration ceremony will proceed as scheduled. Officials are currently assessing the situation at the refinery and monitoring the safety of the facility.
The refinery complex itself is a massive industrial project spread across nearly 4,400 acres. It integrates both refining and petrochemical production units and has been designed to produce a wide range of petroleum products. These include petrol and diesel, along with petrochemicals such as polypropylene, high-density polyethylene (HDPE), linear low-density polyethylene (LLDPE), benzene, toluene and butadiene.
Industry experts believe the refinery will play a crucial role in strengthening India’s energy security while boosting domestic petrochemical production. The project is also expected to reduce the country’s dependence on imports and create major employment opportunities in the region.
Alongside the refinery, plans are also in place to develop a petrochemical and plastic park nearby, which is expected to attract downstream industries and manufacturing units. This development could transform the Pachpadra region into a major industrial hub in western Rajasthan.
For now, firefighters and emergency teams continue their efforts to fully control the situation at the refinery site. Authorities are expected to conduct a detailed investigation to determine the exact cause of the fire and assess whether any damage has been caused to the facility just hours before its highly anticipated inauguration.
