ED Summons Former Punjab Chief Secretary Anurag Verma, Re-Summons IAS Officer Kanwal Preet Brar in Suntec City Case

The Enforcement Directorate (ED) has summoned former Punjab Chief Secretary Anurag Verma in connection with its ongoing investigation into alleged irregularities involving Suntec City and Altus Space Builders Private Limited.

Verma has been directed to appear before the agency at its zonal office in Jalandhar on August 31. At the same time, IAS officer Kanwal Preet Brar has been re-summoned by the ED and asked to appear on August 27 with additional documents related to the case.

The development brings two senior Punjab bureaucrats under scrutiny as the central agency examines the role of government officials in alleged violations linked to land use, project layouts and permissions granted to private developers.

Anurag Verma to Appear Before ED for First Time

Anurag Verma, who currently serves as Punjab’s Additional Chief Secretary, Revenue, will appear before the ED for the first time in the case.

At the time when the alleged irregularities took place, Verma was heading the Housing and Urban Development Department. This department plays a key role in decisions involving urban development, land use and approvals for major projects.

The ED is examining whether officials followed the prescribed rules while granting change of land use and approving subsequent modifications to project layouts.

The agency’s summons does not, by itself, establish wrongdoing by Verma. His appearance is part of the ongoing investigation, in which officials may be questioned about decisions taken during their respective tenures.

Kanwal Preet Brar Asked to Provide More Documents

The ED has also re-summoned IAS officer Kanwal Preet Brar, who appeared before the agency earlier on August 18.

Brar has now been asked to appear again on August 27 and produce additional documents connected with the investigation.

The repeated questioning indicates that the agency is seeking further clarification about official decisions and records linked to the projects under investigation.

The ED is understood to be examining government files and administrative decisions to establish how approvals were granted and whether any deviations from established procedures benefited private developers.

What Is the Suntec City Investigation About?

The investigation centres on alleged irregularities involving Suntec City and Altus Space Builders Private Limited.

One of the key issues being examined is the alleged unauthorised modification of a project layout. Investigators are also looking into the grant of change of land use and whether the approvals complied with applicable regulations.

The matter becomes significant because such approvals can directly affect the commercial value and development potential of large real-estate projects.

The agency is therefore examining not only the actions of private developers but also the role of officials who were responsible for processing or approving the relevant proposals.

Muirwoods Ecocity and Dhir Constructions Angle

Another aspect of the investigation concerns the mega-project Muirwoods Ecocity.

According to allegations being examined by the ED, group housing sites within the project were transferred to Dhir Constructions, a company owned by Gaurav Dhir, following an alleged unauthorised modification of the project layout.

The development reportedly followed the rejection of an application seeking to transfer the sites to the Greater Mohali Area Development Authority (GMADA).

The sequence of these decisions has become an important part of the investigation as the agency seeks to determine whether regulatory changes were made in a manner that ultimately benefited private interests.

However, the allegations remain part of an ongoing probe, and the final findings will depend on the evidence collected by the investigating agency.

Section 85 and Section 90 Under ED Scanner

The ED is also examining the manner in which action was allegedly initiated against the builder under Section 85 of the Punjab Regional and Town Planning and Development Act.

Questions have been raised over whether the circumstances involved material misrepresentation that could have warranted action under Section 90 instead.

The distinction is significant because the two provisions involve different legal consequences and enforcement mechanisms.

The agency is examining whether the provision used in the matter was appropriate and whether the decision complied with the applicable legal framework.

Policy Change in 2022 Adds Another Dimension

The investigation also comes against the backdrop of a policy reversal in 2022.

At that time, Aman Arora, who is now the president of the Aam Aadmi Party’s Punjab unit, was serving as Minister for Housing and Urban Development.

The policy change has added another layer to the investigation, with the ED examining the timeline of decisions and the roles of different officials and political executives.

It will be important for investigators to establish whether the policy changes had any connection with the project-related decisions under scrutiny.

Why the ED Probe Matters

The case is significant because it involves questions about land-use approvals, urban planning decisions and alleged regulatory deviations in major real-estate projects.
