चंडीगढ़ ट्रैफिक पुलिस की अपील के बाद सुबह से ही लोग अपने वाहनों के चालान का भुगतान करने के लिए राष्ट्रीय लोक अदालत में कतार लगाकर खड़े हुए हैं और अपनी-अपनी नंबर का इंतजार कर रहे हैं। चंडीगढ़ ट्रैफिक पुलिस ने अपील की थी कि लंबित पड़े हुए मामलों को जल्द से जल्द निस्तारण करवा लें जिससे उन्हें किसी प्रकार की कष्ट न हो। इसलिए विशेष राष्ट्रीय लोक अदालत के दौरान अपने यातायात उल्लंघन चालान का निपटारा कराने के लिए शनिवार को हजारों लोग चंडीगढ़ सेक्टर 43 स्थित जिला न्यायालय परिसर में पहुंच गए।
हालाँकि, लोगों ने राष्ट्रीय लोक अदालत में स्वीकार किए जाने वाले चालान के प्रकार पर स्पष्टता की कमी के बारे में शिकायत की। कई लोग, जो लंबे समय से कतारों में खड़े थे, ने कहा कि उन्हें आखिरी समय में बताया गया था कि अदालत केवल सीसीटीवी कैमरों के माध्यम से पकड़े गए उल्लंघनों के लिए थी।
इस बीच, सुबह 10 बजे तक भीड़ बढ़ने पर चालान जमा करने वाली खिड़कियां बढ़ाकर 20 कर दी गईं।
“बुनियादी ढांचे को राष्ट्रीय लोक अदालत जैसे बड़े आयोजन के मानकों के अनुरूप होना चाहिए। लोग चिलचिलाती धूप में खड़े थे. पीने के पानी की कोई व्यवस्था नहीं थी. मैं रेड लाइट जंप का जुर्माना भरने के लिए सुबह करीब 9 बजे जिला अदालत पहुंचा। मुझे खिड़की तक पहुँचने में लगभग 3 घंटे लग गए। अंत में, मुझे जुर्माना भरने के लिए 12 सितंबर को फिर से आने के लिए कहा गया, ”नेशनल इंस्टीट्यूट ऑफ टेक्निकल टीचर्स ट्रेनिंग एंड रिसर्च (NITTTR) के सहायक प्रोफेसर अमरदेव सिंह ने कहा।
उन्होंने कहा कि दो घंटे से अधिक समय तक कतार में खड़े रहने वाले अधिकांश लोगों को बाद में बताया गया कि उनके चालान स्वीकार नहीं किए जाएंगे.
Chandigarh challan News ई-चालान मशीनों के माध्यम से मैन्युअल रूप से जुर्माना वसूलने वाले कई लोग भी इस कतार में खड़े थे।
सहायक प्रोफेसर ने टिप्पणी की, “आज स्वीकार किए गए चालानों के बारे में यातायात पुलिस की ओर से पहले से ही स्पष्टता होनी चाहिए।”
सेक्टर 29 की एक अन्य मोटर चालक, राधिका शर्मा, जो रेड-लाइट जंप के लिए जुर्माना भरने आई थीं, ने हर दूसरे महीने इस कार्यक्रम को आयोजित करने की आवृत्ति बढ़ाने की मांग की।
उन्होंने कहा, “चंडीगढ़ में सीसीटीवी कैमरों के माध्यम से हर दिन जारी किए जा रहे ई-चालान की संख्या को देखते हुए, तीन महीने के अंतराल के बाद लोक अदालत आयोजित करने से ज्यादा प्रभाव नहीं पड़ता है।”
