UP PCS Association Elects Vishw Bhushan Mishra as President, Dr. Srishti Dhawan Appointed General Secretary

A significant leadership transition has unfolded within the Uttar Pradesh Provincial Civil Services (PCS) Association after days of internal discussions culminated in a consensus-based agreement. The association has officially announced that senior officer Vishw Bhushan Mishra will take over as its new President, while Dr. Srishti Dhawan has been entrusted with the responsibility of General Secretary. The development comes after prolonged deliberations aimed at preserving unity within one of the state’s most influential officers’ bodies.

The announcement follows a meeting of the association’s executive committee, where several important resolutions were unanimously approved. According to the official communication issued after the meeting, the leadership reshuffle reflects a collective decision reached after extensive consultations among office-bearers and members.

Sources familiar with the developments indicated that the transition was not entirely straightforward. They claimed that outgoing President Pushparaj Singh was initially reluctant to step down from the top post. However, prolonged discussions and continuous efforts to build consensus eventually paved the way for a mutually acceptable solution. Although the association’s official statement does not elaborate on the internal negotiations, it emphasizes that the final decision was taken unanimously in the larger interest of organizational harmony.

The leadership change is being viewed as an effort to ensure stability within the association at a time when discussions over its future organizational structure and electoral process have gained momentum. By arriving at a consensus instead of allowing differences to escalate, the association has attempted to project a message of unity and institutional continuity.

The executive committee meeting also witnessed active participation from members who joined virtually. Vice-President Sanjay Kumar, along with Pankaj Kumar, Pooja Agnihotri and Sanjay Kumar Pandey, attended the proceedings through online mode and participated in the discussions before the resolutions were passed. Their virtual presence underscored the association’s effort to ensure wider participation in key decision-making despite logistical constraints.

Beyond the leadership appointments, the meeting focused on the roadmap for the association’s future. One of the most significant decisions was that the Annual General Meeting (AGM) will be convened after the conclusion of the holy month of Shravan. The AGM is expected to become an important platform for discussing the association’s priorities and initiating the next phase of organizational restructuring.

The executive committee also endorsed the idea of encouraging officers from the 2014 PCS batch and subsequent batches to contest future elections. The proposal is being interpreted as an attempt to broaden leadership opportunities for younger officers while ensuring greater representation within the association. Members believe such participation could inject fresh perspectives into the organization’s functioning without compromising its institutional experience.

To facilitate the upcoming electoral process, the association has decided to constitute an Election Committee, which will oversee preparations for the formation of the new executive body. The committee is expected to frame the election schedule and ensure that the process remains transparent, participative and in accordance with the association’s established norms.

The official statement also addressed speculation circulating on social media regarding the association’s internal affairs. Without referring to any specific claims, the association urged its members to rely only on officially released information and avoid giving credence to unverified reports. The appeal reflects growing concerns about misinformation influencing perceptions of internal organizational developments.

Observers believe the consensus-driven transition could help maintain stability within the PCS Association while preparing the organization for its next electoral cycle. Leadership changes in such representative bodies often carry significance beyond internal administration, as these associations serve as an important platform for articulating the concerns and professional interests of state civil service officers.
