The Haryana Rajya Sabha election of 2026 turned into a gripping political showdown that kept leaders, legislators, and observers on edge till the early hours of the morning. In a contest filled with tension, allegations, and last-minute twists, Congress candidate Karamvir Singh Boudh managed to secure victory by the narrowest of margins, giving the party a much-needed boost in the state’s political landscape.
At the center of this dramatic win was a carefully crafted strategy led by Bhupinder Singh Hooda. Fully aware of the risks of cross-voting and political maneuvering, Hooda devised a plan that would later be known as “Operation Himachal.” The objective was clear—keep Congress MLAs united, insulated, and beyond the reach of rival influence during the crucial days leading up to the election.
Instead of allowing legislators to remain in Haryana, they were quietly moved to Himachal Pradesh. The operation was executed with a high level of secrecy. MLAs were not even informed of their exact destination until the journey was underway. Senior leaders Aftab Ahmed and BB Batra were tasked with overseeing the entire arrangement, ensuring discipline and coordination at every step.
The precautions taken during this period reflected the seriousness of the situation. Mobile phones of MLAs were collected to prevent any external communication, and signal jammers were deployed to block unwanted contact. Movement was tightly controlled, with legislators instructed to stay together in groups. To avoid any procedural errors during voting, training sessions were conducted to familiarize them with the ballot process.
Hooda further strengthened the operation by sending his son, Deepender Singh Hooda, to stay with the MLAs. His presence added an extra layer of supervision and signaled how crucial this election was for the party’s future in Haryana. Other senior leaders also joined, creating a controlled and closely monitored environment.
Despite these efforts, the situation was far from perfect. Cracks began to appear as five Congress MLAs cross-voted, raising concerns within the party. Additionally, four votes were declared invalid by the returning officer, a decision strongly contested by Congress. A few MLAs had also initially chosen not to join the Himachal trip, adding to the uncertainty.
Even with these setbacks, the final result tilted in Congress’s favor. Karamvir Singh Boudh secured 2,800 votes, edging past BJP candidate Sanjay Bhatia, who received 2,767.66 votes. Independent candidate Satish Nandal, backed by the BJP, finished with 2,732.33 votes. Both Boudh and Bhatia were declared elected, but the Congress victory came dangerously close to slipping away.
The outcome was influenced by unexpected factors as well. Two MLAs from the Indian National Lok Dal abstained from voting, and an invalid vote from the BJP side further worked to Congress’s advantage. These small but crucial developments ultimately shaped the final result.
Following the announcement, the political battle continued through sharp exchanges. Hooda accused the BJP of attempting to manipulate the election, alleging efforts of “vote theft.” Congress leaders also claimed that pressure tactics and inducements were used, while the BJP pointed to internal divisions within Congress as evidence of its weakened structure.
For Hooda, this victory carried significance beyond just numbers. It was widely seen as a test of his leadership and control over the party in Haryana. A loss could have triggered serious questions about his authority, but the narrow win has instead reinforced his position and boosted party morale.
