On August 6, 2025, Prime Minister Narendra Modi will inaugurate Kartavya Bhavan, a state-of-the-art government complex that marks a major step in the transformation of India’s Central Secretariat under the Central Vista Project. The Kartavya Bhavan spans over 1.5 lakh square meters and includes two basements and seven stories, featuring modern amenities and cutting-edge architecture. It is equipped with:

- ID-based access controls
- Centralized electronic surveillance
- Smart command-and-control center
2. Boosts Coordination and Speed
By co-locating crucial ministries, the government aims to enhance inter-departmental coordination, cut delays in decision-making, and improve the speed and efficiency of public service delivery.
3. Goodbye to Aging Structures
Until now, several ministries operated from outdated buildings such as Shastri Bhawan, Krishi Bhawan, Nirman Bhawan, and Udyog Bhawan—structures built between the 1950s and 1970s. These buildings are no longer energy-efficient or structurally optimal. Kartavya Bhavan changes that.
A Sustainable, Eco-Friendly Campus
Kartavya Bhavan has been designed with sustainability at its core. It aims to achieve a GRIHA-4 rating (Green Rating for Integrated Habitat Assessment), with the following eco-friendly features:
- Double-glazed façades for energy efficiency
- Rooftop solar panels generating 5.34 lakh units annually
- Advanced HVAC systems to reduce power consumption by 30%
- Rainwater harvesting and solar water heating systems
- Electric vehicle (EV) charging stations
Zero-Discharge Waste Management
The building operates as a zero-discharge campus, reusing treated wastewater and utilizing recycled materials for construction. It also includes:
- In-house solid waste processing
- Use of recycled demolition waste in blocks and masonry
- Dry wall partitions to minimize topsoil usage and structural load
Enhancing Workplace Experience for Government Staff
The Kartavya Bhavan aims to improve employee well-being and boost productivity by providing better facilities, smoother workflows, and a tech-integrated workspace. Several departments and ministry personnel, including the Union Home Secretary, have already begun operations from the new building.
