One Nation One Subscription Scheme: Modi Government’s Game-Changer for Academic Access

One Nation One Subscription Scheme: The Union Cabinet, led by Prime Minister Narendra Modi, has approved the ambitious ‘One Nation One Subscription’ (ONOS) scheme, a landmark initiative aimed at providing seamless access to international scholarly research articles and journal publications for students, faculty, and researchers across India.

This scheme aligns with the government’s vision of Viksit Bharat @ 2047, as outlined in the National Education Policy (NEP) 2020 and the Anusandhan National Research Foundation (ANRF) framework.

₹6,000 Crore Allocation for Academic Excellence

The Modi government has earmarked a substantial budget of ₹6,000 crore for a three-year period from 2025 to 2027 to ensure the scheme’s successful implementation. This allocation will revolutionize academic research and foster innovation in the country.

Unprecedented Access to High-Impact Journals

The One Nation One Subscription scheme covers 30 major international journal publishers, encompassing nearly 13,000 e-journals. Over 1.8 crore students, researchers, and scientists from more than 6,300 government higher education institutions and central government R&D institutions will benefit from this initiative.

Key Features of One Nation One Subscription Scheme

  1. Comprehensive Digital Access: The scheme will be managed entirely through a digital process coordinated by INFLIBNET, an autonomous centre under the University Grants Commission (UGC).
  2. Unified Portal: A centralised One Nation One Subscription portal will allow easy access to journals.
  3. Wide Reach: The scheme targets students, faculty, and researchers across central and state government institutions.
  4. Awareness Campaigns: State governments will be urged to promote the facility at their level to maximize its usage.

Driving Academic Growth in India

This initiative is expected to significantly boost research quality, foster global academic collaboration, and contribute to India’s development as a knowledge superpower. By democratizing access to high-quality research, the ONOS scheme ensures that financial constraints do not hinder academic aspirations.

The One Nation One Subscription scheme is a visionary step by the Modi government to enhance India’s research ecosystem. With a robust allocation and streamlined access, the scheme is poised to transform the landscape of higher education and research, paving the way for an Atmanirbhar Bharat in the knowledge economy.
