Tamil Nadu Chief Minister Vijay has announced a major expansion of the state’s health insurance coverage, raising the annual limit under the Chief Minister’s Comprehensive Health Insurance Scheme from ₹5 lakh to ₹25 lakh. The five-fold increase is among a series of welfare and administrative measures unveiled by the Tamil Nadu government as it seeks to widen access to healthcare and strengthen its social welfare agenda.
Announcing the decision in the state Assembly on Wednesday, Vijay said access to medical treatment should not depend on a person’s income or where they live. He argued that healthcare must be treated as a fundamental right rather than a privilege available only to those who can afford it.
The announcement places healthcare access at the centre of the government’s latest policy push. By increasing the insurance ceiling substantially, the government aims to provide greater financial protection to families facing expensive medical treatment and reduce the burden of major healthcare expenses.
The enhanced coverage comes as part of a broader set of initiatives focused on healthcare, women’s welfare and the ability of elected representatives to respond to public concerns at the constituency level.
Health Coverage Rises From ₹5 Lakh to ₹25 Lakh
The most significant announcement is the increase in the annual health insurance coverage available under the state’s comprehensive health insurance scheme. The limit will rise from ₹5 lakh to ₹25 lakh, giving eligible beneficiaries a much larger financial cushion when they require medical care.
For families dealing with serious illnesses, major surgeries or prolonged treatment, medical expenses can quickly become difficult to manage. A higher insurance ceiling could help reduce the risk of households being forced to use savings or borrow money to meet healthcare costs.
Vijay’s argument goes beyond the financial aspect of insurance. He said the government wants to remove barriers that prevent people from accessing quality medical treatment, regardless of their economic circumstances or geographical location.
The move therefore has both a welfare and healthcare infrastructure dimension. Insurance coverage can help patients pay for treatment, but ensuring that people in different parts of Tamil Nadu can actually access quality hospitals and medical services remains equally important.
The government has presented the expanded coverage as part of its larger effort to strengthen the state’s healthcare system and make treatment more accessible to ordinary citizens.
Vijay Government Pushes Wider Welfare Measures
The health insurance announcement was not the only major welfare measure unveiled by the chief minister. The government also announced support for MLAs to help them respond to grievances raised by residents in their constituencies.
Under Rule 110 in the Assembly, Vijay announced that MLAs would receive official vehicles and a monthly allowance. The stated purpose is to enable legislators to travel across their constituencies, meet residents, address public grievances and monitor government projects without having to depend on others for transportation.
The government believes the measure could improve the connection between elected representatives and people at the local level. Constituency visits often involve travelling across several towns and villages, particularly in larger rural constituencies, where residents may raise issues involving roads, public services, welfare schemes and government projects.
Vijay said the new arrangements would provide MLAs with greater independence in carrying out these responsibilities.
Third-Child Maternity Leave Extended to 365 Days
The government’s welfare agenda has also included a significant change for women employees in the state government.
On Tuesday, the Tamil Nadu government announced that women government employees would receive up to 365 days of maternity leave for the birth of their third child. Previously, women with two or more surviving children were eligible for up to 12 weeks of maternity leave, while employees with fewer than two surviving children could receive a longer period.
The new decision brings the maternity leave entitlement for a third child in line with the one-year leave available for the first two children under the existing framework.
Human Resources Management Minister D Sarathkumar explained the decision while speaking during the demand for grants in the Assembly. He said the government, as a welfare-oriented administration focused on social welfare and women’s empowerment, had decided to enhance maternity leave for the third child from 12 weeks to 365 days.
The decision is likely to draw attention because maternity leave policies remain closely connected with workplace equality, women’s participation in public employment and family welfare.
Tamil Nadu’s Maternity Leave Policy Has Evolved Over Time
Tamil Nadu’s maternity leave rules have undergone several changes over the past decade and a half. The original period of 90 days was increased to six months in 2011 and later extended to nine months in 2016.
In July 2021, the state extended maternity leave to one year, or 365 days, under the rules applicable to women government employees with fewer than two surviving children.
The latest announcement expands that benefit to the third child, representing another significant change in the state’s approach to maternity support for government employees.

Longer maternity leave can provide mothers with additional time for recovery and childcare, although its broader impact will also depend on how effectively departments implement the policy.
Healthcare and Women’s Welfare at the Centre
Taken together, the health insurance expansion and maternity leave decision indicate a strong focus on welfare-oriented governance.
The increase in health insurance coverage addresses one of the biggest concerns for families: the cost of medical treatment. The maternity leave decision, meanwhile, focuses on the needs of women working in the government sector.
Both measures have a common objective of reducing the financial and practical pressures faced by citizens.
For the health insurance scheme, the key question will be how effectively the increased coverage translates into actual access to treatment. Higher insurance limits can provide meaningful support only when beneficiaries can use them across an adequate network of hospitals and healthcare providers.
Similarly, the impact of longer maternity leave will depend on smooth implementation across government departments and clarity over eligibility and administrative procedures.
What the ₹25 Lakh Health Cover Means for Citizens
The jump from ₹5 lakh to ₹25 lakh represents a substantial increase in the financial protection available under the scheme. Healthcare costs have risen considerably for many forms of specialised treatment, particularly when patients require surgery, extended hospitalisation or advanced medical procedures. A ₹5 lakh ceiling may not always cover the full cost of expensive treatment.
A ₹25 lakh limit provides a significantly larger buffer for eligible families. It could be especially important for patients requiring high-cost procedures or prolonged treatment.
However, the real impact will become clearer once the government provides detailed operational guidelines covering eligibility, hospitals, treatment categories, claim procedures and the effective date of the expanded coverage.
A Broader Welfare Message From the Vijay Government
Vijay’s latest announcements also carry a broader political and administrative message. The government has placed social welfare, healthcare access and women’s empowerment prominently in its policy narrative.
By describing healthcare as a fundamental right, the chief minister has framed the insurance expansion as more than a financial benefit. The policy is being positioned as part of an effort to make access to medical care less dependent on a family’s economic status.
The combination of healthcare insurance, maternity support and constituency-level assistance for MLAs also suggests an attempt to address welfare concerns at different levels — from household medical expenses to women’s workplace rights and local public grievances.
The success of these measures, however, will ultimately depend on implementation. The scale of the announcements means that funding, administration, monitoring and accessibility will remain crucial to determining how much difference they make on the ground.
For now, the decision to raise health insurance coverage from ₹5 lakh to ₹25 lakh stands out as one of the most significant welfare announcements from the Tamil Nadu government, potentially offering eligible citizens substantially greater protection against the financial shock of serious medical treatment.
