PM Modi’s First Decisions at Seva Teerth Signal Welfare Push for Farmers, Women and Youth

Prime Minister Narendra Modi marked a significant administrative and symbolic transition on Friday by signing his first official files from the newly inaugurated Seva Teerth complex in New Delhi. The move from the historic South Block to Seva Teerth was not just a change of office location; it was accompanied by decisions that directly touch farmers, women, youth and vulnerable citizens across the country.

Earlier in the day, Narendra Modi chaired his final Cabinet meeting at South Block before formally shifting operations to Seva Teerth. Soon after taking charge at the new complex, he signed four key files that officials described as service-oriented and inclusive in nature.

The most immediate relief-focused decision was the launch of the PM Rahat Scheme. Under this initiative, accident victims will be entitled to cashless medical treatment of up to ₹1.5 lakh. The aim is to ensure that critical emergency care is not delayed due to financial constraints. In many road accidents, the first few hours are crucial. By enabling hospitals to begin treatment without waiting for payment approvals, the government hopes to save lives and reduce the burden on families during emergencies.

The second decision expands the scope of the Lakhpati Didi mission. The government has already achieved the milestone of 3 crore women earning at least ₹1 lakh annually ahead of the March 2027 timeline. Building on that progress, the Prime Minister has now doubled the target to 6 crore women by March 2029. The move reinforces the emphasis on women-led development, particularly through self-help groups, skill development programmes and micro-enterprise support in rural India. Officials say the new target raises both ambition and scale, strengthening financial independence for women across states.

Farmers also received a major boost with the doubling of the Agriculture Infrastructure Fund from ₹1 lakh crore to ₹2 lakh crore. The enhanced allocation is expected to strengthen the entire agricultural value chain, including post-harvest management, warehousing, cold storage and logistics infrastructure. By improving storage and supply chain systems, the government aims to reduce wastage, improve price realization and enhance farm incomes. The expanded fund signals a continued focus on long-term rural infrastructure development.

In addition, the Prime Minister approved the Startup India Fund of Funds 2.0 with a corpus of ₹10,000 crore. The initiative is designed to power the next phase of India’s innovation ecosystem, particularly in deep technology, advanced manufacturing and early-stage ventures. Officials said the fund will provide critical financial backing to emerging startups and breakthrough ideas, strengthening India’s position in the global innovation landscape.

The relocation to Seva Teerth comes nearly a century after government operations were established in the iconic North and South Blocks. While the architectural and administrative shift is historic, the first set of decisions from the new complex underscores a clear policy direction. By prioritizing accident victims, women entrepreneurs, farmers and startups on day one, the government has signaled continuity in welfare-driven and growth-oriented governance.

The signing of these four files at Seva Teerth sets the tone for the functioning of the Prime Minister’s Office in its new home. It blends symbolism with substance, reinforcing a message that governance, at its core, remains focused on service and inclusive development.
