Chandigarh, May 2: In a sensational twist to the ongoing cash for sex scandal, a Public Interest Litigation (PIL) has been filed in the Punjab and Haryana High Court seeking a court-monitored forensic voice analysis of a senior Indian Police Service (IPS) officer allegedly caught in incriminating audio recordings.

The PIL, filed by Supreme Court advocate Nikhil Saraf, alleges a disturbing case of institutional silence despite the circulation of deeply unsettling audio clips. These clips, now widely shared and discussed in private circles, reportedly feature a man negotiating sexual favours in exchange for cash—and making inappropriate demands to a woman believed to be in uniform.

Explosive Audio Sparks Public Concern

According to the petition, one audio clip reveals a male voice allegedly bargaining the rate for paid sex, while another records a similar voice asking a woman to send objectionable pictures to a group chat, right before she claimed to be removing her uniform. The voice, Saraf claims, closely resembles that of a known “encounter specialist” whose interview was once broadcast by national media.

The petition requests a scientific voice analysis to confirm whether the voice in the audio matches the officer previously profiled or is artificially generated. Either outcome, Saraf argues, necessitates an urgent and independent probe.

“Whether this is the real officer or a third-party impersonator, both possibilities point to serious misconduct and merit investigation,” the plea states.

Systemic Inaction and Suppression Alleged

The petition doesn’t stop at audio analysis. It accuses multiple government bodies—including the Punjab State Women’s Commission, the Home Department, and the State Police Complaints Authority (SPCA)—of deliberate inaction.

Despite forwarding the complaint via the Chief Minister’s Office, the Home Department allegedly refused to act, while the SPCA dismissed the matter on technical grounds. Shockingly, a gag order was also issued by a Ludhiana magistrate, reportedly without even verifying the clips’ authenticity.

Advocate Amit Sharma, representing Saraf, highlighted that such indifference in a case involving alleged sexual coercion, misuse of power, and narcotics-linked misconduct indicates not mere delay but “deliberate suppression”.

IPS Officer’s Identity Under Spotlight

The PIL also demands that the Director-General of Police reveal the name, rank, and current posting of the IPS officer reportedly named by former constable Amandeep Kaur, who was earlier arrested under the NDPS Act. According to Sharma, there exists a “troubling pattern” linking this officer to a network of exploitation and impunity.

“The repeated failure to investigate such serious allegations reflects not administrative backlog, but a wilful attempt to protect individuals in power,” Sharma added.

Court to Hear Case on May 5

The matter was brought for preliminary hearing before a Division Bench, which has now listed it for detailed consideration on May 5. The Bench will be headed by Chief Justice Sheel Nagu.
